E-brake adjustment on 2010 Navigator

How do I adjust the E brake on my 2010 Navigator? It has 4 wheel disc brakes and without actually removing the rear rotors it does not look like it has E brake shoes like my other SUV does. The manual says they are self adjusting by pressing the E-brake pedal to the floor, I have done that at least 6 times and it does not feel like they have improved? Is there anything else I need to do?

Thanks
Barry

Remove the rear rotors and see if the star wheels (adjusters) are frozen with rust.
