6.0 sluggish around 35mph till full throttle

you changed the HPOP.... have you pulled the IPR to check the screen?
Having had the turbo off, notice anything with it? It will set a code for low/high boost IF... its under/over by more than 4lbs and for more than 5 seconds. Anything less won't set a code or the wrench... but the seat' o the pants will tell you somethings wrong.
I'd plan to clean the turbo and since it would be off anyway... remove the IPR and check the screen.
The VGT is a commanded number, not actual. The only actual number would be boost, but I know of nothing that actually would show you commanded versus actual to see if it responded correctly. VGT is down (low%), boost is up... we go fast. I do know it should not be 85% at idle.
Buy the turbo mounting kit at $31, and the unison ring (be ready) at $130 and clean the turbo... you've wasted a bunch of time guessing (we're helping you guess), clean it and know it's working. Real pain in the butt, next time for reference.... if the turbo comes out, clean it always. Couple hours work, piece of mind, priceless!

03 f250 6.0.... recently did oil cooler, hpop, ipr, icp, fuel pump, egr valve, rebuilt the turbo.... when around 35mph truck seems sluggish and doesnt seem to pick up quick untill i floor it an then hauls butt.. vgt reading at idle is 62% and when floored around 30 to 35%.. fuel pressure is 63psi.. ipr is around 60 to 70% when floored and around 25% at idle. Hpop reading when floored is 3000 to 4000psi and idle is 624psi.. any help appreciated.
In addition to update. While driving 70mph at 2,000 rpm vgt is at 40% then floored for almost a min. It goes to 33% as i let go of accelerator it goes to 29% then immediately around 40%. WOT at idle is... well not sure now. Went back to torque app and all readings available exept vgt now?? Turbo still working aswell but no live data
Again 60% at idle is low , high 33% is low , Sounds like a turbo cleaning is in your future , even though it was cleaned some time ago , these trucks don't like to sit around and idle , the intake gets coked up with soot, I would bet the EGR Valve is struggling as well , first try recleaning all map port ( not sensor) EBP and tube ( for the sensor just make sure the little hole is not restricted don't spray ) EGR valve pull and clean it up ( don't get cleaner into the electrical via 2 small holes under the gasket ) very important , I wrap a sock around the base and clean the disc area, next is the IAT2 sensor, it's behind the upper fuel bowl and tucked down there in the intake , most likely the connection plastic clips will brake off so be carful , when cleaning this the 2 ball style sensor's are in the center so when cleaning carefully, you can use carb cleaner and a plumbers flux brush will help ( but) ware your safety glasses that stuff burns like

Watson: yes the hpop is new, ipr was pulled and no debri.. when i pulled turbo to do work i did thoroughly clean it the proper way and everything looked great. No scaring.. new o rings on turbo/drain tube..... 4bradford: yes i use diesel kleen at almost every fill up for past 6 months. I add maybe 6 to 8oz though

UPDATE: cleaned nipple on intake up to map (very clean) map reading now at idle is around 14% now... cleaned ebp sensor and tube. lines were clear but did have minor soot. Also cleaned steel braided hose from turbo to intake. (Clean)...vgt reading at idle is around 65% now. cleaned IAT2 ( dirty but not bad).. truck still is putting out full boost and no injector leaks but still seems like it hesitates to pickup speed around 40mph unless i give it more and more throttle

Oops.forgot to add that. It still looked perfect with no issues. Had exchanged it under warranty 3 weeks ago to ensure wasnt my prob and new one did not change anything. Although notice one of 2 of the mounting screws did not get snug very well due to being minorly stripped but seemed to still have a good seal

I do not have egr delete, i get about 23-26boost.. believe thats normal.. i swapped out egr valve again (3rd time and tapped side of egr that was stripped. Worked great with good seal but still no luck.. spoke to 5 cert. Diesel techs and all of them had no clue, even had diagnostic computer hooked up on way to see them so they could see stats. All my % and values are what they should be when truck was manufactured.. ive done so much work to this truck i feel i should know prob but seems even pros are stummped... im pretty sure it has to do with egr. But not sure 100%. Maybe shorted wire, something in intake. Idk yet :/
