On my 03 f150 I need to have the key all the way on just to listen to the radio my question is will this drain the battery?

Yes.
Anytime there is an electrical device in use the battery loses some power if the engine isn't running.
To get to the accessory setting on my 2003, I have to turn the key to the run position then quickly turn it all the way back to accessory.

I can get so windows go down but the radio does not work unless key is on which will run my battery dead

Are you able to get the key into the accessory position by turning it back instead of forward?

I believe yes but the windows and work but not the radio that's mainly what I want to work.

Aftermarket radio? If so, somebody wired it up wrong.
Leaving it in the "run" position drains the battery a lot faster than in the "Acc" position, since the entire electrical system is live when in "run".

Instead of turning it forward turn it towards you I just didn't go far enough.
