Can I swap break drums? And lowering question

I've decided to keep the timken rear axle in my 52 f3, here's my problem the truck has 14" break drums and the 16 1/2" rims I found rub on the drum so I'm wondering if I can swap out the 14" for 12"? I have 2 19 1/2" rims on the front but I no finding another 2 will be near impossible and I was wondering about lowering the truck, I read that you can drop a few inches by switch the leafs over but I also read if you drop more than 1" it can cause issues with steering components, any advise is greatly appreciated, thanks

Well I have taken a few 12" rear plates off f2 trucks so I would say yes. I think the 14" were only for f3 but not sure. You can put the Posies front springs on f2/f3 trucks. I have them on two of my trucks and like them. Just a 1-2 inch drop and no issues with bumpsteer. The rears on the f2/f3 are a different beast than the f1. Could try taking every other leaf out till you get where you want.
