1999 F250 4x4 SD lifted?

1999 F250 4x4 SD lifted?
I was doing a break job this weekend and noticed spacer blocks on my rear axle. The guy I bought the truck from didn't say anything about it being lifted. It has a 3.5" block on the rear axle. Is that stock or was it lifted?
I replaced my shocks last year with stock shocks and it doesn't tow real good, seems to wander/sway. I just replaced my steering box with a Red Head unit. It seems better but still feels like it is on real low pressure tires, swaying if you turn suddenly. I had my front end aligned and everything was checked they said. So now I am wondering if maybe the truck was lifted and my shocks are the wrong ones for it and helping on the swaying issue.
Thoughts?

3.5" would be equivalent to the F350 blocks though.
