There is a temporary limitation on new members where they're not yet authorized to send PM's to other users----its related to the number of forum posts made.
When that limit is lifted you only need click on the users name in the upper left side of their reply box and a drop down option dialog box opens. One of those choices will be "send private message".
In the meantime you can visit a members page and leave an open message. If that user has their preferences set to be notified of new visitor messages they will see someone has tried contacting them.

Not sure what or how many posts lifts that restriction---maybe contact one of our moderators for a more clear and accurate answer? Even with all my time here I'm not able to send you a Private Message.
