The Ignition coil would have nothing to do with the operation of the fuel pump relay.
If the fuel pump relay will only close by shorting pin #2 to pin #6 then the computer is not grounding the fuel pump relay coil.
Are you sure the fuel pump relay does not close for one second each time you turn on the key?

If you are getting power for one second at the inertia switch and the fuel pump does not run for one second at the same time then the problem is after the inertia switch.
You either have a bad selector jumper in the dash with the one tank, bad wires or connectors or a bad fuel pump in the fuel tank.

I just got off work here.. I'll be home in an hour or so then I'll run out and see if I can't find a bad wire... I might just get some flat 4 trailor wiring and run all new back to the fuel pump connector.. Where would be the best spot to splice into?

When I checked it the other day I was was getting like 7 or 10 volts from the ground side of the plug. Which I shouldnt.. Correct? So if that's be case my power wire is shorting across somewhere
