The relay clicks now. And I am getting 12 volts for 1 second when I turn the key on at the inertia switch and at the fuel pump connector

If you are getting power for one second at the inertia switch and the fuel pump does not run for one second at the same time then the problem is after the inertia switch.
You either have a bad selector jumper in the dash with the one tank, bad wires or connectors or a bad fuel pump in the fuel tank.

The I plugged in an old (but good pump) and it didn't kick on... I'm also getting 12 volts for one second at the top left hole on the pump connector and I'm getting like 10 on the top right. Maybe the wiring for the aftermarket (spectre) fuel pump is different from the factory..

straight from the pump up, might have a wire that has finally let go. check for continuity from one end to the other.

I just got off work here.. I'll be home in an hour or so then I'll run out and see if I can't find a bad wire... I might just get some flat 4 trailor wiring and run all new back to the fuel pump connector.. Where would be the best spot to splice into?

I think Subford would have a better idea, I would say if you have voltage running from the inertia switch, maybe from there?

Have u tried what Subford was talking about? The blank spot on your dash where a 2 tank switch would be? It's actually wired up to send power out.
Here's a video I found but with a 2 tank system.
Same idea, see if it's ok or not

When I checked it the other day I was was getting like 7 or 10 volts from the ground side of the plug. Which I shouldnt.. Correct? So if that's be case my power wire is shorting across somewhere
