Torquing rocker arms

Torquing rocker arms
Ok truck has been down for well over a month and getting it back together. I have read turning line on balancer to 11 oclock before torquing to insure no bent pushrods. I assume my lifters are drained down and dont have to worry about that. Since my intake and valley pan is off wouldnt it be a safe bet to rotate engine to lifters down on rocker arm assembly I'm torquing then torque?

I've done it a couple of ways; the easiest is just start the bolts and then use a ratchet or small impact driver to drive it in until the bolt stops and you're at 30 ft-lbs or so of torque.
If the valve is active, you will be pushing the valve open as you crank down on the bolt... if this bothers you, rotate the engine until the cam isn't activating the pushrod, but it won't hurt anything.
