When you have it for a drive, have a container handy or park on clean concrete and open up radiator drain for a second. If it comes out black or oily, run.

What if theirs white residue around the coolant tank cap is that a bad sign?

It's known that entire degass bottles and caps are replaced by jackass sellers, so it might still be clean upon inspection. Bottom of radiator will likely tell you a true story.

Black can be also stop-leak in the system for whatever coolant leak. Oily would be the beginning of problems, otherwise it would be milky. Either way you don't want it, unless it's an awesome deal.

Dunno if anything is a must. I am putting over $4k in parts into my 2004 right now.
Some people will only do a coolant flush, EGR delete and new oil cooler and it will run forever. Others do exactly the same, and HG or oil cooler will go within 500 miles.

Get some sort of scanning device to see what is happening. As pointed out, there are many tips and write-ups on what to look for, but you have to be able to get that data when driving. Check the oil temp vs the coolant temp; get it up to 190 degrees and run it for a while. Then see if it will restart with no troubles. Pull an oasis report to see if it has been a problem child (not that these trucks are, but there have been a few bad ones). Check ficm voltage, and let us know what you get.

Buy an OBD monitor BEFORE you test drive trucks, get familiar with what to look for. I bought a Scangauge II and went shopping....2 trucks had issues I wasn't willing to deal with. One had low ICP psi, the other had low ficm, yet they both started/ran fine and no check engine light. Had I not had the Scangauge, I would have never known of the issues. If you have an Android phone/tablet, the Torque Pro app is the cheapest option.

That depends on the level of tune you want to run on it. There are tunes that are considered head gasket safe with the factory torque to yield ( TTY ) bolts but any time you run power adders you are taking a risk. I have ran the SCT canned 65HP tow tune with the atlas 40 on the FICM on mine going on 3 years now and have the factory TTY bolts and haven't had a problem. As long as you don't abuse the truck ( its a truck not a race car even though they will accelerate like one with the proper tune on it ) you should be fine with a tuner on it. One thing to check during your test drive is blow-by, I would do this on a cold and warm engine, with the engine running remove the oil fill cap and look for mist/smoke coming from the fill tube, there should be next to nothing, if there is noticeable mist/smoke coming from the fill tube I would move on to another truck as this indicates loss of compression into the crank case.

if you haven't already you need scangauge similar device to monitor the engine and check the health of it before you do anything.
