Clutch pack = different from roller. (Would that explain why it doesn't roll in neutral?)

Is replacing the roller cheaper than a clutch pack? DIY-able?

if the engine is not running flywheel not turning then unless something is bound up their is no pressure to lock the wheels to the power train.

The roller-clutch is essentially a ratchet. It allows one drum to either overrun, or be driven by another shaft. The intermediate roller-clutch on the E4OD uses specially shaped wedges or "rollers" that allow the driving shaft to spin freely in one direction, and in the other direction the rollers wedge against the shaft locking it up.

This clutch isn't doing anything in 1st gear, but engages in 2nd gear. It's sometimes even possible to completely flip the rollers around (usually destroying the entire clutch).

I'm not saying this is for sure what's wrong, but it is a possibility. It doesn't really matter though, as a burnt clutch pack or a broken roller clutch will pretty much require a complete rebuild.
