Sounds like you have a fuel problem to fix before anything else.

I just ran the Self Test and got some numbers, not really sure how to decrypt them but I took a stab at it.

Flashing sequence was 8, 5, 8, 5, 1, 9, 6, 9, 6.

What I got from this was:

85- Canister Purge Circuit Failure
85- Canister Purge Circuit Failure
19- Fail in ECC Reference Voltage
69- Transhydraulic switch (THS 3/2) failed
6..? - No clue, there were an uneven amount of numbers

As far as the fuel pumps, I only have the rear tank installed. When I turn the key "on" I can hear the in-tank pump and the HP pump energizing.
Also, turning over today doesn't make that spinning feeling like it used to.

The 1 is a separator.
What you had was:
KOEO = 85
&
CM = 96.

The 96 could be from the fuel pump test if you tested the fuel pumps before the code readout.

Gotcha, so,

KOEO 85- Canister Purge Circuit Fail
CM 96- Fuel Pump Circuit Open (BATT to PCM)

What do I do about that? Would those cause the no start?

SO! Square one Spark? Check. Air? Check. Fuel? Not sure. Assumed yes but probably a no. So what could go wrong?

Fuel Pump Relay
ECC Relay
In-tank Fuel Pump
Fuel Pressure Regulator
Frame Mounted Fuel Pump
Fuel Filter
Fuel Injectors

Right?

Confirmed fuel is bad. I hooked up the Fuel Pressure gauge again and it's not getting anything unless I prime it 10 times then I get 35 PSI. What are the chances that the fuel pump was bad out of the box?

I'm sure it happens. More than once my diagnostic effort was side-tracked by the fact that the faulty part was new.

On the other hand...could be variable electrical supply to the pump or clogged lines.

Got the old pump? I would start by bench testing that one. Maybe it was bad, maybe not.
