87 F250 crank pully weights

Couple questions for the experts. Working on rebuilding my 351HO and during the teardown I noticed the crank V belt pully had what appeared to had been two round weights about the size of a nickle glued on. I assume these were there to externally balance the pulley but not the engine ? The question is one of the two was missing, are these that important? . The reason for the rebuild is I have a bent #8 rod. It appears I had a leaking head or intake gasket which allowed water into the cylinder. The truck sat for about two weeks (ran decent to good prior to this). Went out to start it and heard a uncommon noise. Discovered the engine was locked up. Compressed water is a powerful thing. I have a spare 351W. Understanding its not going to be a racing engine and money is an issue can I swap out one rod without having a machine shop rebalance the rotating assembly?
