That's the PCM fuse. Check to see if it's blown again. If so, disconnect the fuel filter heater (bottom left on the fuel bowl, single red/green wire flat terminal) and replace fuse again.
It was from autozone
Try a Ford or International part. FLAPS CPS are known to fail.

it was not blown again. I guess I'll try to track down another CPS and see if that's what it is
If you're getting smoke while cranking now, it's a pretty safe bet the CPS is working. The PCM won't send a fuel delivery command signal to the IDM without seeing 100 RPMs of cranking speed. If the CPS is faulty, the PCM won't see a tach signal. If you have a spare one, it wouldn't hurt to throw it in, but a scan tool would probably be a better investment than a new CPS at this point.

Do y'all have a suggestion for a cheap yet good scan tool?
None of 'em are cheap. Choice depends primarily on what "format" you want -
* Dash gauge - Aeroforce (see above)
* "Hand held" scanner - Snap-On MT2500, with the K2a key and the right cable(s)
* Software on laptop/tablet/netbook - AutoEnginuity with Ford Enhanced bundle
