so my question is can i use regular paint remover from home depot,and not damage the chrome underneath the paint or should i use some other product?

You could try some rust remover stuff. That will kill the rust (if any) and easily strips paint. It is safe to use on chrome. My brother uses it on his trucks wheels to get rid of the rust. It mostly contains phosphoric acid (i think). Good luck!
