Tailgate Trim Panel Attachment

I've just bought a '96 f-150 that uses the aluminum trim panel on the tailgate. The previous owner had it to come off. All the attaching hardware appears to be there. How does it install? Any help would be appreciated, thanks.

It should be pretty obvious, the panel fits on the outside of the tailgate and is retained by nuts fastened on the inside inside of the gate. There should also be a foam gasket along the top and bottom edge of the panel to "seal" it preventing water and dirt from getting behind it and from it scratching the gate.
