poor fuel delivery

poor fuel delivery
I'm having a poor fuel delivery issue, low pressure and stalling, no power, from only my rear tank, front tank is fine, i have full power and pressure and pressure from the front tank. Front tank has its own filter pathway, i'm running veg from there.
I know there are many possible reasons for this, but i currently believe its something to do with the diesel filter mount, i have a new filter on btw.
The test i'm planning to do is to bypass the stock diesel filter and use a small inline disposable filter instead, to see if my the fuel pressure improves from that tank. My question is that in order to do this test, i need to do something with the diesel return thats currently going back into the filter mount. My idea is to just block off that pathway, prob fold over the the hose and clamp it down. I wonder if i would build up too much pressure that way, would that return fuel be easily returned to the main return line going back to the tank ? Thanks
