lift shackle question
I have a 2000 sits up really good has a huge leaf pack up front with 6 leafs doesn't appear to have any other suspension parts. Question is can I add a set of leveling shackles to get couple more inches or would I require a pitman arm etc such as would come in a kit? From what I can tell is with the big leaf pack it sits level with the rear I would like to try to get as much as possible on a budget. I also plan to add f350 blocks in rear

Anything over 2" in the front you should get an adjustable track bar. Over 4" you need a new Pittman arm. A 250 should sit level possibly slight rake depending on engine and sorting package. If you post up pictures we'll be able to get a better idea of what you have
My truck came with plow springs in the front and a codes in the back and say perfectly level. I added readylift 4" rear tapered blocks for a 2 inch rake.
For the front your probably better off getting full springs from your preferred lift manufacturer. That generally will give you the best ride.

You can fit 35s with a 2/2 lift, acf6 did it with an icon mini leaf pack in the front and a 4" block in the rear. And i believe he had no issues. I'm running 33s with no lift and they fit with no issues. I would imagine you could do a 5" block and a mini leaf pack and a shackle for the "cheapest" lift but you would definitely need a zone adjustable track bar and possibly a pitman arm to get your steering geometry back in alignment. which would get you 3/3 and you still would only be able to fit 35s without major trimming.
What are your goals with the truck? you say biggest lift for cheapest but what are you doing with the truck, and what is the look you're going for? if you have a truck with big lift and tires and stock gearing your not going to be able to get out of your own way.

It has 35s on it now with no rub. I've had 35s on a bone stock 250 before. I was just looking for a bit more I just don't have money to blow on my truck anymore trying to do it on the cheap. I've had a 250 with 10" of lift would love to have something like that but its just not in the cards. I guess what I'm getting at is I'd like a little more than the average leveled height.

I don't know what kind of leaves you have but shackles are a horrible way to achieve lift. I tried that on a jeep years ago and the thing wandered all over the place. Shackles in the front throw the caster out of whack. I finally did it right and replaced the springs. Granted, the jeep has a short wheelbase which likely made it worse but I won't do that again.
