Should be a valve that you turn on the radiator...usually on the same side as the radiator hoses and on the opposite side of the bottom radiator hose....other then that just pull the bottom radiator hose off and let it flow...

It should look something like this::

Or like this if it's an after market radiator::

This image is for a 96 T-bird, but it will show you the general locations::

White, i couldn't find either of those when looking under the passenger side, maybe it's not on the 89's.

Try the other tank then, there should be one...

Like was said earlier, you can always pull the lower hose in a have to case.. But I will warn you, it's gonna be messy!!!!!

I just looked up the radiator on Rock Auto :

And it looks like it is in the bottom on the drivers side. The picture is too small to really tell for sure.. But it is the biggest I could find on short notice. Here is a better shot:

Yep, ^^^^ lower left side...................

thanks for providing exactly what i needed. I was able to locate what i think the drain plug is, it doesn't have the twist attachment so i think draining the hose at the other bottom end will work the same. Definitely a little part i will look out for next time I'm at the yard.

I broke the ears off my valve, I wouldn't be surprised if that's happened to more. Just pulled the lower hose and let it rain.

the thermostat replace went fine but after letting it run for a while i noticed it was still running cold, staying at the C mark steadily, should i check out the core now, maybe a clog? I thought this would regulate my temps..

Perhaps that is why it is in the C mark?

after replacing thermostat I checked to see if heater core was clogged, it wasn't it had clean antifreeze inside, I still hosed it and clean water circulated out. Still running cold, idling around 750 rpm

The gauges on these trucks are known to be inaccurate. You may be trying to fix something that isn't broken.

yea that thought has been itching at me..the gauge does move past the cold mark and I could see it moving very slowly, wouldn't this mean that it works if it moves period, or can a broken gauge only go up to a certain point?
