Harpooning the tank only allows you to fill it COMPLETELY in less time.
The FULL amount is the same either way.
The small vent (not the one in the filler neck) takes care of any air bubble that would be at the top of the tank, but it vents very slowly and carefully to avoid fuel spills.
Have you done the tank mods? I hear that adds quite a few gallons as well.
Most guys don't run their tank down as low as I do. Plus, I fill it up to the same spot, every time, right up to the filler tube opening.
The 2002 didn't have any tank mods done, but my '99, I believe Clay did the in-tank mods when he owned the truck. But like Marv posted, it doesn't add capacity.

Pshaw! It make it quick and easy to use the capacity already there. Why spend 5 minutes trickling in the fuel to get to the top of the neck, and hogging the only #$@&* diesel pump in the process? The OEM long vent tube cuts off the escaping air as the tank fills so the gas pump will shut off, leaving room for vapor as required on a gasser. Same tank in our trucks. Cut off the vent tube (harpoon) and the fuel keeps rocketing in to the top instead of clicking off 2-3 gallons short.

Well, where I get fuel, there's more than one green handled pump. As for the why? I have a very mild case of CDO. It's a lot like OCD but the letters are in the correct order like they're supposed to be.
