would my turbo be bad if oil is leaking out of it from the clamp to the intercooler
NO thats Normal unless the CAC System has excessive Oil But under normal Conditions there is a Small amount of OIL in the CA SYSTEM
CAC= Charge Air Cooler
CA=Charge Air
A bad Turbo will put oil into the Exhaust if turbo has bad Turbine seal
Keep in mind the residue at the tip of your exhaust may look like OIL but Really be SOOT+Diesel Fuel what looks like oil but IS NOT
A dirty air filter may cause Higher than normal Oil content into the CAC System But remember some oil is Normal
If I was you Id check the FICM and Do an injector Bubble test since the Substance at the tailpipe smells like diesel fuel
But definatly do some more Diagnostics before comitting to $$1000.00 or whatever a new turbo costs unless you just want a new turbo BUT it might not Fix your problem
