Brakes

Hi when ever I push the brake pedal the brake light comes on and the pedal gets stiff. Is this teh master cylinder or vacuum boost. And this is for a 1997 f350 7.3 turbo

I've never seen that in these trucks before, but it initially makes me think the ABS is kicking in.

The abs fuse is out.
