1996 F150 Timing issue

1996 F150 Timing issue
From the start, I crawled under the from and with a wire brush cleaned the timing pulley. With a yellow paint marker I marked the timing line (not the notch). From there I unplugged the Spout sensor. Set the timing light and nothing. After Pulling the number one spark plug finding TDC and making a mark on the pulley, I discovered the two marks are about 30-40 degrees out. Some investigating and the factory scribe on the pulley is somehow set to time the number 5 cylinder. So does anybody have a clue as to what is going on. I'm not a auto mechanic, tho I am a millwright. and have a good understanding of internal combustion engines. This isn't my first timing either, but it does have me scratching my head.

FYI.. #1 cyl is passenger side front and the distributor turns counter clockwise.
The outer ring of the balancer has been known to slip on older vehicles when the rubber isolation ring deteriorates, so if you are certain that you are setting #1 cyl to TDC on the compression stroke and the timing marks still don't line up then it's likely the balancer will have to be replaced.
