Shifting Hard

I just replaced the ECU in my 1991 E 250 and it solved a shifting (or not shifting) problem but now it is shifting very hard some times. I did find that the fluid level is high. Could this be the problem?

This van has only 19000 miles (Yes, three zeros) and has set unused for years.
It was a Fed. surveillance van and is a wiring nightmare bot in front and in back.

They ripped and cut most everything out. They did leave the alternate battery unit under the hood. Does anyone know how many batteries can be chained behind this?

I guess this was two questions so I'll add another. Does anyone have any of the original gear from a former surveillance van?
