No start OBS I live in Fort Worth and It's dead in Killeen

So lets just say a great weekend with my girlfriend and her boys celebrating her moms birthday ended badly when well my truck wouldn't start. No smoke cranks and cranks. Fuses all good. Seems to have fuel pressure didn't shoot out like it should but was there. So surfing through the forum. I learned a few things.
One apperantley the search option will not search the word no as in no start. But I also found this 97-15A 7.3L DI Turbo Workshop Manual nice little manual.
I do have an IPR rebuild kit sitting in the console and would be happy as a pig in **** if this was found to be the issue.
However I do believe that I may have injector issues so I need to perform buzz test.
So I'm headed down this coming weekend with tools and a multimeter. However I need some sort of scanner. Everyone I call doesn't rent them so my question is this which ones are the most reasonably priced and will allow me to perform all the test I need to? and if you Live in Killeen and have nothing better to do I would certainly appreciate any help and would provide the beer

WTS Light?
CEL Illuminated?
How old is the oil?
Did it smoke when cranking and battery's ?
bring a extra CPS, battery cables, allen head for verifying oil in the HPOP, cause excessive cranking may bring the level down.
thats off the top of my small brain...see avatar....others will chime in...

No Correction Yes it does
No
Oil is maybe 3weeks old
Did at first then nothing. Batteries are both good and cranked like champs. I have new cables 3ot cables so I know that's not an issue

Read about the CPS but I believe and I am almost positive I had tach signal when cranking but I will definitely keep that in mind and I will be sure to check HPOP oil level

No wait to start light most always indicates fuse #22 under the hood. It's a 30A maxi fuse. Just because the tach is moving doesn't mean the CPS isn't bad. I've had the tach move but the scanner show that the CPS wasn't reading.

Is your fuel heater plugged in? If so, check the #22 maxi fuse in the under hood fuse box. It's a 20 amp fuse and along with the fuel heater it also protects the PCM and GPR. It's fairly common for the heater to short out and pop the fuse and cause a no start. If the heater is still plugged in and the fuse is blown you should unplug the heater from the side of the fuel bowl before you replace the fuse.

Sorry guess I didn't catch that but to correct my previous answer yes the WTS comes on however momentary it may be. Don't know what I was thinking when I answered that one
I will keep that in mind as well as far as the CPS.

What scanner do you use?

Sudden no start I would WAG stuck IPR If everything stated above is correct
Unhook ( crack) a HPOP line to one of the heads ,see if you have oil pressure to the injectors ..Unplug the ICP connector , see if it starts...
