No Spout or PIP signal

No Spout or PIP signal
I have an 89 f250 with a efi351. I have installed a new coil and ICM however I am still not getting any spark. As near as I can tell from the Haynes manual; I am not getting any pip signal or spout signal. Do these signals originate in the distributor????? If so do I need to change the pip statoor sensor????????

Some great troubleshooting info here:
Ford Ignition Module Test. Fender Mounted Module (ICM).
The procedure is labeled for vehicles with a fender mounted ICM, but the concept is the same for a distributor mounted ICM. A simple meter or cheap LED test light will tell you if you are getting a signal from the PIP sensor inside the distributor.
