IDK have heard a wrong oil filter cap assembly will let to much bleed off threw that oilfilter drainback and cant fill that HPO Res

Also sounds like you have the tools could put a mechanical gauge to the ICP spot and verify a good ICP sensor

Its almost has to be the HPOP if its not leaking but even at that dont the bad pumps bleed thru to the oil filter

We had the same situation at Diesel Power Challenge a couple of years ago on a 7.3. The truck had dual HPOP's (Ford) and wouldn't start without ether. Had some of the BEST 7.3 minds in the country working on it and couldn't figure it out. Finally came down to a bad "new" HPOP so we went to the local Ford dealership and got another "new" HPOP. Truck still wouldn't start without ether. Turns out that pump was bad also. I'm betting on a bad "new" pump.

I wasn't trying to be critical when I posted such a brief question - just been very busy.

I asked the question because of the lack of specifics in the original post - like what was the air pressure used during the test, did it hold pressure or was it just that no leak was heard, etc.

Sounds like you have done your "due diligence" and (as others have said) a new pump is the next step. Please keep us informed!

No prob bismic. I dont usally need help,but when i do.... Get ready. Air psi wasnt as high as i woulda liked. 120 at best. Did i mention new hp oil rails? Even though this is a 04 its a 03 04 hpop style pump. Non stc fitting. With a branch tube and rails like later models.

I would pull the ICP to bleed the high pressure oil system, then install the ICP and leave it unplugged. Try to start. The PCM will use a preset value for the ICP and you should start up.

On my snap on modis scanner,it wont let me access vehicle security. Keep in mind i swapped comps and still no start. I put the comp in question on a running 6.0 and she started. So no prob with the comp. Were is the vehicle security on the 6.0?

at 350 ICP its a HPO problem not security IMO

if the duty cycle is 85% im saying hpop is bad. need over 400psi to fire it. just went through this on an 03. i know what you mean about you hate to tell owner his new pump is bad.

Yes sir chezit. I was hopeing u would chime in. Ive googled a few things about these trucks and your name comes up often. I do value your opinion,one tech to another..

UPDATE. building hpop psi now and she will run....for 10 or 20 seconds.then die.. yes,i have base oil psi. First thing i checked.
