Would it prevent the engine from starting? Hard to say for sure and I don't recall ever hearing where one had OTOMH.
However I'd think it could if its imparting crap into the system the computer can't deal with. Think you'd get something like a "98 hard fault" for that though, but you did get a TPS error regardless.
Did you try and start it with the TPS unplugged?

You might have had to open the throttle not sure never actually tried starting one with the TPS unplugged. It wouldn't know where the throttle plate was so no reference for adjustment for idle air.
Thought it might spit sputter little, make more attempt to start if the TPS was so screwed it was to point stop it from starting.
Regardless based on your tests I'd replace the TPS, see if the plugs are wet or dry.
If plugs are dry computer might think the throttle is full open even though its fully closed for example.

Update update update ! Put on a new TPS and MAP and it started. It runs good. The TPS was bad I know that for sure. Just added a MAP cause I had it. So to everyone that says a TPS won't keep it from cranking here's proof that it will. Thanks to danr1 and everybody else who had input on this problem. This thread should help a lot of people. Thanks again

If you have not I'd put the MAP it had back on and see if it runs.
Would show for sure the TPS itself was the problem. Myself I still lean toward a MAP preventing starting over a TPS, however yours did return rather odd test results. Might have been all it took on yours.
And gotta ask........ you had another map on hand all this time but never tried it?

Yup sounds like combination of the two was the problem.
While the injectors weren't the actual cause preventing it from running based on what you stated about their condition/function, doesn't sound like you'll regret having replaced them either.

Thanks Guys Got Mine to run with Your help
On yours I suspect it be near the base of the distributor but might be near drivers side hood hinge. I'm not sure on your 90 but think its by the dizzy.

I pulled out the spout connector, Put in some new plugs and she fired up. Thought something was funny when it had spark, but woulldn't run on ether ! Plugs were gas wet! Picked up a 91.5" belt and deleted the pump. I feel pretty good about the ol' girl , think I'll fix 'er up
