Need quick anser - Thread on FTE says to torgue while on ground, not jacks

There is a note to torque the axle nuts AND lugs while on the ground. Now the lug nuts make total sense, buy why the axle shaft nuts? Is it for safety reasons? Or?

I am at that stage and want to make sure I get it right...

Both the wheel lugs and axle shaft bolts can be tourqued in the air, only thing is it's hard to prevent the wheel from spinning so by putting it on the ground makes life easier.
