A/C not cold during idle, after broken belt

First want to say, I searched and didn't really find anything specific to my problem. Here is the issue. Had the belt break... while replacing it, noticed the wiring that is connected between the pulleys and the fan had been knocked out of its holder (assuming this is some kind of fan clutch engager??), I believe by the broken belt pieces "flapping" around. I got it back into place, didn't notice anything disconnected, and got the new belt in place. Didn't notice it the first time driving as it was already a little cooler out and didn't really idle on my way home. I guess the next time driving we noticed that it wouldn't get cool when stopped and idling, and since it was 100 degrees outside it was pretty bad (not quite a hair dryer, but definitely warm air blowing). I washed out the radiators to ensure there wasn't a build up of dirt, and checked the compressor, which would turn on... run for about 20 seconds, cut off for 20 seconds, and continue this cycle. The fan seemed to run about the same as idle speed (is that normal, or should it speed up?). My thoughts are that the fan clutch isn't engaging properly (by getting whacked by the belt?_, and the fan isn't cooling the condenser correctly, but while driving that isn't an issue? Or could I just have a leak? By the way, this is a 2007 Expedition with ~70k miles. A/C works great when normal driving and worked fine before this. Any help is appreciated, Thanks!

Sounds like it is low on Freon. Don't let it cycle too much like that or you might be replacing the compressor.
