This truck appears to have California plates on it and looks to have been sitting for a number of years. California purges registrations after about 7 years of inactivity. Going to the DMV with a bill of sale and the VIN and License plate info is all you need. Once a vehicle is "out of the system" then the CA DMV has no problem with issuing a new title to the present owner. As for "why hasn't he taken care of the paperwork already"...why should he go through the hassle of getting a truck registered that he nevers intends to put back on the road? California charges sales tax/use tax every time a vehicle changes title...most of us here in California choose not to pay the DMV just to have an unnecesary piece of paper.

What you consider an unnecessary piece of paper is the lifeblood of the truck's value, to me. Being from out of state, I wouldn't be inclined to pay CA sales tax and then Washington sales tax when I got it home, just because the seller was trying to scam the system. He bought it, he needs to do his part, imho. For me to register it in my state, I need a title, period. Without that, I have to have a state patrol vin inspection, and they only inspect running and roadworthy vehicles. This truck doesn't fit that bill. So even if I wanted it, I wouldn't bother to go down there and bring it home without the seller providing all the doucmentation I need.

Here in NM they recently changed the process. It used to be the state would charge approx 3% of the purchase price as the sales tax. Now they charge a percentage based on the NADA book value...of course when you walk in with one of our old wrecks it takes a bit of fast talking to come up with a price to pay the state.
I didn't have a title when I got my truck. Like an idiot I did tons of work on it and had it running before I decided I better get the paperwork handled. I got lucky and the truck didn't belong to anyone else or was stolen or anything. I ended up having to get a surety bond ($100), pass and NCIC and VIN inspection and I was good to go.
So, when I'm looking at buying a purchase, more and more, not having a clear title is a deal breaker. I'm getting too cranky to deal with DMV...LOL

WHAT!?!?! When did that happen?!?!?!?! Of course I know exactly why they did it, every car I've sold in the last 20 yrs the buyer wanted me to put $500 as the sales price, no matter if it was a $3000 car or not. The Mustang I sold recently for $3500 the buyer, a cop no less, insisted I put sale price as $1500.
I'd be less upset if people actually paid NADA!

So, if you are in NM and someone gives you a car, you have to pay the state for that privelege. If someone gave you a 2002 F-150 the little mustachioed lady at DMV would pull up the NADA guide online and make the decision on how much to charge you....something about that just irks me

Hmmm... Woodland Hills is only about 30 minutes south of my brother's house. Too bad I don't have the room nor the proper equipment to haul that thing back over the Grapevine to my house.
Last time I bought a truck that size, it cost me $600 to tow it from Fresno back to my house. I thought that my 18' 7500# trailer would be able to handle it, but the 52 F6 with an 18 ft flatbed of its own was too much for my little trailer.

Ah come on now! THis ones a lot shorter and the bed doesn't look too heavy you can do it... Just kidding.
I picked up a 53 F350 with a 10' stakebed on my 14' deck trailer, that was a slow drive.... luckily it wasn't too far and only 2.5 miles of freeway which was 3 miles too many
