96 PSD cranks but no start
I have a 1996 7.3, about 270k miles. No modifications I am aware of. I have been having issues for a while, but had recently changed out CPS's and it started up and ran fine. It would not start all last winter and had pulled out the FPR and cleaned it and placed the parts, screen etc. At the time it did not help, but then changed the CPS and it ran. Now it is having the same issues. It was running and then sounded like crap, sputtering etc. then died like ran out of fuel. tried to start a couple time but died immediately, then just cranks but wont start or even try to start.
I replaced the CPS again today (even though the other new one had maybe a couple hundred miles on it). Still cranks but nothing, no tach movement. #22 fuse is fine, WTS light comes on. Has always had oil in the HPOP. I know I had a mechanic tell me the the injectors were likely going bad a while back, but at the time he originally said it was the GPR and GP's, those were all replaced and it ran better for a short bit, but still have to cycle the GP's a few times when it is cold, even just cool out, but after it starts (pre-no starting) it would start just fine for the rest of the day.
Dont have a clue where else to start now checking, any help would be greatly appreciated.

Do you have a friend, or know someone that has a truck with the 7.3 in it? If so try hooking your injector drive monitor up to that truck. If the no start follows your IDM, you have found the problem. After removing the IDM, give it a shake and listen for water in the IDM. If you hear water, no need to hook it up to another truck, as most likely it is bad.

One thing I did just find, the #18 fuse under the hood, 30amp was blown. Have it go look up what that is for.

That is a handy PDF, thanks. Going off of that the CPS still seems like the issue so wondering if wiring. Electrical is not my strong suit, what is the best way to test the wiring harness? I have a multi-meter, but not sure how best to go about testing the wiring, suggestions? Thanks a bunch to all so far,
