Agreed! There is a reason that steering and brakes have priority oil supply over the other systems, some even have electric motor backups. My boss has some pics of a truck that the owner DID NOT want to fix the brakes. Made him sign an affidavit stating so before truck was released, next day it went over the high wall flipped several times and landed on the cab. It didn't get better from there.
Blocking off the front brakes is an old school thing. If you're spun out and sliding backwards down a hill, you can keep the rears braking and not have the steering lock up. Let's you steer while sliding. Best is to not get into the situation to begin with. On semi trucks brakes on the steering axles only became law in the 80's

doesn't matter how it steers, if they're skidding you don't have steering control. Nowadays with anti-lock and anti-skid control this would result in way less control. However on an older machine I can see why someone might do it
