It does look pretty clean with lots of new parts, I never believe tales of freshly "overhauled" motors and transmissions without seeing receipts, likewise I would never buy a vehicle sight unseen (in person) or without having a trusted local inspect it first. If all the work has been done right and it is as clean as it appears it could very well be worth asking price.
The (unfortunate) flat orange is a 3M wrap, so it can be easily removed. It looks from the door jamb pics that the EX is actually black.
I'm going to go out on a limb here and guess that the "clean title" doesn't show 2013 as the year, even though the seller listed that year twice.
I think the tires look too tall for the amount of lift, look how close the tire is to the rear of the rear wheel well, looks like it could contact the body with a serious load or some flexing. They also dropped the ball on the monochromatic white color scheme by having that chrome rear bumper.

The rear bumper (chrome) on that white Ex is from an '08+ Super Duty pickup, they are a nearly direct swap onto an EX, just need a little fiddling with the bracket holes, several members here have made the swap, it's on my long to-do list also. If you were asking what year the EX is, with the 7.3 PSD it has to be a '00 through early '03.
389k is on the high side, but it's very possible. My v10 has 260k, without major issue. Engines these days can and often do outlast the vehicle surrounding them with proper maintenance. You could hit 500k without major work easily, however most bodies fall apart before the engine can get to that point.
