1st question,

Do you have auto or manual hubs??

autolocking hubs

With the 4x indicator showing lite, the T/C is engaged.

If no power to front wheels first check auto hubs. Clean/flush ALL the grease out of them, lightly coat with LIGHT grease and a tablespoon of ATF.

Never pack auto hubs as they will fail every time.

Dude! The 1995 model explorer is the first year to use the PVH hub setup. They are not anything close to the mechanical hubs used until 1997 on Rangers!

The hubs on a 1995 explorer are operated by a blast of air to lock and unlock them. Chances are they need the o-rings replaced. There is also a trick to permantly lock them (like the 2001+ rangers) or there is now a manual hubs available... Search AVM in google for a link.
