Ok Go to USER CP and on the left find EDIT OPTIONS then scroll down to the PRIVATE MESSAGING and click to send and recieve try that and see if it works

From what I found you have to ENABLE PRIVATE MESSAGING, and it is 25 posts that you can do it

You might have to have 50 posts for that I'll check
