Sounds like your lift pump double could be bad or your return lines are leaking.look for any kind of fuel leak.

I have a 1991 F 350 4 by 4 e4od that has become a nightmare. I have had problems keeping fuel to the 7.3. I have cleaned both fuel tanks to remove 3/4 of an inch of what seemed to be tar, cleaned the fuel lines, replaced the fuel tank selector valve, and the filter and I still can not keep enough fuel to get the power plant to live long. any help would be great.......
