I have seen lift bars which hold the third seat up and pushed forward allowing for greater access to the cargo area under the seat without completely removing the rear seat....anyone know where I can buy one???
I have never seen a lift bar for that application. I use a mini-ratchet strap to hold the back seat up in my 99'. First, I fold the seat up and set it in the position in which I have the extra cargo space. I hook one end of the strap to the rear passenger seat latch loop which is located on the driver side just behind the passenger seat. I bring it over the entire 3rd bench (folded) and hook the other end to the floor right where the 3rd bench pivots on the passenger side. I use a towel to protect the 3rd bench right where the strap goes over from front to rear. It has worked for me since I bought the truck 18 months ago. Good luck.
I was surfing on ebay.com on 3/11/01 and saw the item that you were referring to that actually lifts up your 3rd seat for 300% more cargo space. The item is called a Stow- Away.

I just toss the 3rd seat seatbelt over the back of the second seat and buckle it into one of the belts there. Holds fine and works great; built in and free...
