Fuel bowl O-ring....goes up or down?

Make sure the gasket is seated in the groove on the bowl. When I changed my fuel filter I too had a leak because the new gasket had jumped out of the groove while I tightened the lid.
Once you get the cap hand tight, give it a light set with your oil filter wrench.
