Wet starter and surround

I was crawling under the truck greasing up the zerks and noticed that it's wet around the starter where it mounts to the flywheel area of the block. The wetness extends to the oil pan lip closest to that area and what appears to be the side of the block there. I can see it's wet when looking through the front passenger wheel well. Where the dipstick penetrates the block is not wet.

When I bought the truck the boots on the charge air and manifold were wet. I bought the two kits from Dieselsite and they're here. Tomorrow I don't have to work and plan on tearing down the pipes and manifold to install the new boots and the high pressure crossover line.

I've read that wetness in the area I see could be from the boots, dipstick area, turbo pedestal or EBPV. Where's the EBPV? Behind the turbo didn't appear to be wet.

EBPV is on the backside of the turbo, the actuator for it comes out of the pedistal.

As Chase mentioned, the EBPV actuator rod is on the back side of the turbo pedesatl. You can see it by standing on the passenger side and peeking down below the down pipe (exhuast coming off the turbo)

If you've never cleaned it, it will probably look like this
