low voltage to injectors 4.9L

Does Anybody Have Any Ideas Of Whats Going On With My 1988 4.9l Auto, Bronco. It Wont Start Because Of The Low Voltage To The Injectors. It Putting Out .15-25 Volts Out At Cranking, Not Allowing The Injectors To Open Enough To Run. Does Not Even Try To Start Or Hit All'tho My Other 1991 4.9l Standard Shift Pickup Truck Puts Out .40-.55 Volts At Cranking.i Have 12.5 Volts Coming Out Both Injector Wires. When I Spray Carb Cleaner In Intake It Will Run As Long As You Continue To Spray. I Tried Putting My Eec Out Of The Truck In It But Still No Luck.
Now, I Did Put The Bronco Eec In The Truck And It Fired Up And Ran Fine. But When Changing Out The Eec In The Bronco. The Eec 1# Pin Fell Out Which Gives It Current. So If Anybody Got A Eec For Sale, I Could Use It. I Have Replaced The Cts, High Pressure Fuel Pump .tested The Throttle Position Sensor . The Intake Air Sensor, Ignition Module . Fuel Relays, Eec Relay. The Part That I Really Dont Understand Is That If I Disconnectthe Fuel Pump When Cranking The Fuel Pressure Drops Down From 58 Lbs To 0. While The Return Fuel Line Is Blocked Off.the Less Injectors Plugged In ,the Slower The Pressure Goes Down. I Have Tried Grounding About Everything That Should Be Grounded. Am Out Of Ideas. I Have About 10 Hours In It So Far. So Any Ideas Would Appreiated. Thanks Chris
