Time to juice it up......
K&N FIPK ........$190 @ Performance Products
Street & Performance Electronics "Helix Power Tower" one inch throttle body lifter .......$100 Perf. Prod.
Jet Powertech Perf. Module .....$295
I've researched these modifications a little, and they seem to make sense on paper, but I am more interested in the opinions of those who have done it. They are obviously easy (labor wise) mods, I'm not worried about that. I'm looking to unleash the bafflingly tamed (good job Ford) power of the 4.9.
Exhaust and cat replacement come later, I know that will help too.

The K&N FIPK and the Jet chip are both good choices, but to get the full benefit of both you'll need to open up the REALLY restrictive stock exhaust system.
I'm not sure what you're looking to spend in total, but replacing the stock catalytic converters with a single, high flow unit and a good cat-back system would really let teh engine breath. You can get a CatCo converter for $50 from SUmmit racing, and they also make a nice cat-back kit under their won name for about $150. SO basically you're looking at an extra $100 to do the exhaust, and the performance gains will be far greater than the spacer.
Let me know if you'd like the Summit part numbers. They have the K&N FIPK for about $30 cheaper also.

Yeah, the exhaust was going to be my next step, cutting out the two cats, replacing with one high flow, and running a nice dual rear setup. I was looking at the Catco and wondering if that would be enough to keep it passable at inspection time though.
When are you going to update the web site by the way? Tried the link for photo's and got nothin'.

To install the cat, you're going to have to have a muffler shop bend you up new pipe from the exhaust manifolds down to it, and I'd reccommend having them make it with 2.5" rather than the stock 2.25".
I also agree with 82 on the chip thing. They work pretty well on V8 engines, but they don't offer much improvement on the 4.9L for the money. A chip would help immensly though AFTER you have made alot of other mods (exhaust, larger injectors, cam, etc.). It would have to be a custom programmed chip to reformat the computer to work with your mod's.
Installing larger injectors seems to be the hot setup right now. I have all my parts together to do the swap, but haven't had the time to put them in yet. I'm not real sure what effect they would have on emmissions, so you might want to read through some of the other postings dealing with it to learn more. If you do plan to make the swap, check around with all the mustang guys. I got a full set of 19# injectors for $50 that only had 1000 miles run on them. It's alot cheaper than the $300 they want for a set at the auto parts stores.
