That's an interesting tool you've got there Gary. I've never seen anything like it before. Is that pinwheel looking thing in the middle a set of blades? I can't tell by the picture angle. Here's some advice. Show more pictures from different angles, add something in the picture to identify the size, such as a measuring stick or truck part that we're all familiar with. Then add info on your grandfather. Where he was from, what he did for an occupation, and what his hobbies were. That info might be enough to get us on the right track to what type of person might use the tool. At first glance it looks like some sort of puller or stretcher of some type. Hope this will help. Purely a guess but it resembles a tensioner/guide for constructing wire cable. Spool wire runs through each arm and on into a revolving winder which forms the actual cable.
