noise in fuel tank when pressurizing..

I have an '86 150 4x2 with dual tanks. I have a new inline pump. but the truck has been sitting for about 2 1/2 years. I've had her on the road for about 3weeks now. When I turn the key on to pressurize the system, It sounds like it struggles at first then goes. But I crawled under the truck and listened to the front tank and every 7 seconds or so I can hear this sort of thud sweeping sound. It's hard to explain it, but it's a new sound.

I guess that it could be. The tank has been sitting there with a little gas in it for those 2 1/2 years. I guess it's possible for things to get a little rusty in there. I'm changing out the fuel filter today. It's still the same one that is really old too.
