Origination of vacuum through EGR

Does anyone know what causes the vacuum through the EGR valve? I'm getting a EGR Insuffisient Flow code and have replaced everything I can get to dealing with the emissions system (DPFE, EGR valve, EGR vacuum regulator, cleaned intake plenium, sprayed out all tubes and hoses). I don't feel any vacuum through the hose that attaches to the EGR. I do have vacuum on the fuel system line. I traced the lines until they go into the fenderwell but I can't trace them after that. I'm thinking if I can find the origination of the vacuum for the system I may find the problem.

i would have thought it was plugged intake but if you took it off and cleaned it from underneath then obviously that is not it. (if you just sprayed some throttle body cleaner into it from the air intake side then i would definitely suspect plugged intake ports). You might want to post on the F150 threads.
