I think it must be a multi-national effort, not a "U.S. Base on The Moon". I think that would probably rekindle an arms race. . . or provide "justification" for a preemptive nuke strike by someone trying to "save the world".
Besides, if mankind AS A WHOLE doesn't stand to benefit from the effort, it is not worth risking the lives OR the cost envolved. . . IMHO.
I agree with fuzzy that it needs to be a multi-national effort. That said, I think it is imperative to push forward with space exploration, including lunar exploration. Our society as a whole has reaped many technological benefits from the space program and will continue to do so, not to mention the excitement of venturing forth to unknown planets - oh to be young and adventuresome!
I can think of no one better than Hillary Clinton to go there and head up the operation. With any luck the complex will depressurize, sufficating all, and rob our planet of the smartest women in the world.
I think it should be a unilateral venture. Look at what the "multi-national" space station has become. Because of the constant Russian economic trouble, it may never be finished. And where is the ESA contribution? Although I understand that Japan is coming through with their contributions.
We have a rightful place in the universe. I believe our intelligence should not be allowed to be extinguished by natural causes, such as meteors or our sun burning out, which we know will happen.

NO, we can't afford it. It's time to start running this country with a responsible budget. If we want to prioritize military spending, our hobbies will have to take a back seat.
As shocking as it may seem to some, we don't have the capability to send people to the Moon at this time. We lost that with the end of the Apollo program. The shuttle program...well its a taxi service to orbit the earth.
