probably china, but then china can make good products, if they have continuous oversight on the factory form a QC perspective. Honda, Yamaha, Briggs & Stratton and Kohler all have small engines made there in factories.. the difference between them is that Honda and Yamaha have Japanese employees there on a 1 year rotation to do the QC and to ensure that the factory owner is not substituting cheaper inferior parts to fatten his pockets. Briggs & Stratton and Kohler do not and you can see the difference in quality as a result.
as long as Ford has QC controls in place to prevent the Chinese manager of the factory from substituting inferior crap then you will get the same basic quality, but you must monitor the management as if you were dealing with a 5 year old.
I have several Japanese friends who have went TAD to china for a year and when they came back i asked them why only a year... Because they spend their entire time trying to get leverage over you so that they can then cheep out and have you rubber stamp the QC side. it seems the Japanese companies used to send people over for three to five years and then found out the hard way that it was not a good idea.
