Off spaced Fan blades, fan clutch and harmonic balancer?

Off spaced Fan blades, fan clutch and harmonic balancer?
Is there a specific method to the madness of positioning the off spaced fan blades to the fan clutch which has a dowel like formation on it as if representing a marker and if any of that is relative, is it relative to the weight on the balancer?
