2008 Escape V6 FWD overheating

All I have is the Haynes manual and it doesn't say. Are the radiator fans supposed to come on as soon as you turn on the AC?
I checked yesterday and they didn't.

Turns out both fans were dead. Got a replacement fan assembly and all is well.
