300 I6 Starting Issues

Hello! I have a '79 F150 with the 300 (4.9) I6. It cold and hot starts pretty well and runs like a dream. I'm having one issue: if I accidentally stall it (its a manual), I have a heck of a time getting it to restart. I have to let it sit for 10-20 mins then it starts back up. It isn't overheating. If I turn it off with the key, and try to restart it, it starts up just fine. One other note, is when this happens, a small amount of fuel is leaking from the bottom of the carb. I have rebuilt the carb and just yesterday took it off and tightened all the bolts and screws. Any ideas for why it doesn't want to restart after being stalled? Thank you!!

A few questions.
Is this your first motor with a carb?
When you stall the motor it is under load, read full of fuel, and is then just shut off.
This floods the motor.
When you turn the motor off with the key it is not under load, no flooded, and why it restarts easy.
Next time you stall it try holding the throttle wide open and see if it will start with out waiting.
