My 1999 f350 sat for several years before I got it. It had a oil cooler leak, fixed the oil cooler, put batteries in it no wait to start light, fuel pump isn't working, checked all the fuses, double checked the fuses, checked the relays, double checked the relays and all the wiring. I'm not sure where to start other than the PCM
i did a cab swap and had the same problem. i did have trouble with my pcm. what the shop did was put in a new diode in the under hood fuse box. that is the first thing i would try. its black and has a arrow symbol on it with a line through it. my truck had 2 right next to each other. if yours has 2 trade them.
next thing i would try is to check the pcm fuse. its marked in the manual.
the next thing i would try is to see if you have power and ground on the small terminals on the glow plug relay by the fuel filter. when its working right, the pcm sends a ground signal to the glow plug relay. good luck.
Lots of things it might be. it *might* be the PCM but that would be well down the list of suspects right now.
You'll need to provide as complete a summary as possible of what does and what does not appear to operate normally. There are a number of things that must work correctly, including a PCM that actually powers up, before the WTS light comes on, mostly power distribution and ground circuits.
You must also be ready to use your multimeter to make specific circuit readings. Poking and guessing will only barely scratch the surface.
